Explosion 1: Amendment to $1 Coin Law

MEI Product Information for the $1 Coin

***** Amendment to $1 Coin Law *****

The House of Representatives and the Senate have passed an amendment to section 5112(p)(1)(A) of title 31, United States Code, which revises the requirement that all vending machines operated by federal agencies and instrumentalities accept and dispense $1 coins.  The amendment exempts from such dispensing requirement any vending machines that do not receive currency denominations higher than $1.

Having passed in both the House (Nov 13) and Senate (Dec 17), this bill now awaits the signature of the President before becoming law. [Last Updated: Dec 18, 2007]

ORIGINAL LAW:  $1 Coin Acceptance and Dispensing at Government Facilities, Land and Subsidized Facilities

The Presidential $1 Coin Act of 2005 requires that vending machines be able to ACCEPT AND DISPENSE the $1 coins by January 1, 2008.

·       This includes coin mechs on any premises owned by the United States or under the control of any agency or instrumentality of the United States.  In addition to those on government land, it also includes vending machines on the property of transit systems receiving subsidies from the Federal Government (mass transit, interstate highways, airports) and those located at organizations that receive any subsidy or disbursement of federal money (every public school, almost every university and college, all public housing, ...).

·       The federal law was effective January 1, 2006, with a two year implementation period. This makes all 3‑tube products unacceptable in those accounts starting January 1, 2008.

·       The law also requires that signs and notices denoting such capability be displayed on the vending machines.

The official law is:           PRESIDENTIAL $1 COIN ACT OF 2005

                                    Public Law 109-145

                                    109th Congress
