$ Coin Acceptance and Dispensing at Government Facilities, Land and Subsidized Facilities - NEW LAW

The Presidential $1 Coin Act of 2005 states that vending machines must be able to accept the $1 coins AND DISPENSE the $1 coins. The coin mech's at all government locations or government subsidized locations (schools, rest areas, etc.) will be impacted. All locations must be in compliance by Jan. 1, 2008.

The law is requiring vending machines on government land to accept the new presidential coins and the need to denote that on each vending machine. The exact wording and link are below.

The LETTER of the LAW requires vending machine to accept AND DISPENSE $1 coins. And not just those on government land, but vending machines on the property of subsided transit systems (mass transit, interstate highways, airports) and those located at organizations that receive any subsidy or disbursement of federal money (every public school, almost every university and college, all public housing, ...).

It's required by federal law effective January 1, 2006. There is a 2 year implementation period. This makes all 3 tube products unacceptable in those accounts starting then.

The vending specific section of Public Law 109-145, the Presidential $1 Coin Act of 2005 is as follows:


SEC. 104. REMOVAL OF BARRIERS TO CIRCULATION.

Section 5112 of title 31, United States Code, as amended by sections 102 and 103, by adding at the end the following: ``(p) Removal of Barriers to Circulation of $1 Coin.-- ``(1) <<NOTE: Effective date.>> Acceptance by agencies and instrumentalities.--Beginning January 1, 2006, all agencies and instrumentalities of the United States, the United
States Postal Service, all nonappropriated fund instrumentalities established under title 10, United States Code, all transit systems that receive operational subsidies or any disbursement of funds from the Federal Government, such as funds from the Federal Highway Trust Fund, including the Mass Transit Account, and all entities that operate any business, including vending machines, on any premises owned by the United States or under the control of any agency or instrumentality of the United States, including the legislative and judicial branches of the Federal Government,

shall take such action as may be appropriate to ensure that by the end of the 2-year period beginning on such date-- ``(A) any business operations conducted by any such agency, instrumentality, system, or entity that involve coins or currency will be fully capable of accepting and dispensing $1 coins in connection with such operations; and ``(B) displays signs and notices denoting such capability on the premises where coins or currency are accepted or dispensed, including on each vending machine.
